2011 RVOs - Use of valid RINs

For Obligated Parties and Exporters with 2011 RVOs -

If you have 2010 or 2011 RFS2 RINs in your EMTS account that you do NOT want to use for 2011 compliance, one way to avoid using these RINs is to "LOCK" them in your EMTS account.

Once a RIN is Locked, it cannot be transferred or used for compliance.  So when a party pulls RINs from its RFS2 RINventory to retire for compliance, Locked RINs are not available for retirement.

Any 2010 RINs (Locked or not) that do not get sold by 2/28/12 or used for 2011 compliance will expire as of the end of February.  Locked 2011 RINs will remain locked in your RINventory after you retire RINs for 2011 compliance.
